That's Patrick Macnee's, I would say holiday flat, in Bosham near Chichester.
This flat is shown in a clip, where Patrick visited Bosham in 1997.

I only discovered this morning that the clip had been uploaded to YouTube, I have the full programme which I recorded when it was shown in 1997.
